Seeds and Soil Purification

Seed Treatment/ Soil Treatment Special Campaign – Rabi 2017-18

Uttar Pradesh is primarily an agricultural State and 65% of its population is based on agriculture. The responsibility of proper conservation of natural resources like soil, water and bio-diversity, formulation and implementation of policies for National Agriculture Production and depletion of resources and developing new dimension of continuous growth in quality production of grains by maintaining soil health is on agriculture department. Emphasis is given on balanced use of fertilizer and extension of irrigation resources along with seed treatment/ soil treatment in agriculture for expected growth in production.

  1. Approximately 15-20% of the crop is destroyed by insects, Diseases and weeds etc. every year in the State which includes loss of 33% by weeds, 26% by diseases, 20% by insects, 7% by insects of storage, 6% by rodents and 8% by other factors.
  2. Diseases cause maximum loss after weeds. Seed treatment is very important for protection of upcoming crop by seed borne/ soil borne diseases. By seed treatment more production can be taken by protecting the crop from diseases which will strengthen the economic condition of the farmers.
  3. In the same way, stages of different insects and factors of soil borne diseases are found in the land which causes damage to the crop in different way. Mainly termite, white guidar, cutworm, tapeworm, Lepidapterous etc. and factors of soil borne diseases- fungal/ bacterial are found in the soil according to the structure of the land which insects in different stages of the plant and cause loss the production by inhibiting its growth in favorable circumstances. Farm Protection Chemical is to be used to control insect borne diseases. As a result, cost of production is increased due to high expenditure. Treatment of soil in time by recommended farm protection chemical and bio pesticides before sowing and plantation can check the probable loss by insect/ diseases and reduce the cost of production by maximum quality production of healthy crop.

In such condition, Department of Agriculture is driving special campaign in minimum 50 hectare area in every revenue village for 100% seed treatment and soil treatment in 5 revenue village of every Development Block. Farmers are trained by providing knowledge of importance of seed treatment and soil treatment in selected villages and availability of seed treatment/ soil treatment chemical are ensured in time.

For successful operation of special campaign for seed treatment and soil treatment in Rabi 2017-18, following programs are being implemented.

Implementation of Seed Treatment and Soil Treatment

  1. Additional Director, Agriculture (Plant Protection) ensures availability of essential chemicals/ bio-Pesticides for seed treatment and soil treatment. At district level, District Plant Protection Officer ensures availability of essential chemicals/ bio-Pesticides at plant protection unit.
  2. At district level, District Plant Protection Officer sends the demand of chemicals for seed treatment to Additional Director, Agriculture (Farm Protection) through Divisional Deputy Director, Agriculture (Farm Protection) and demand of by pesticides for soil treatment to concerned IPM laboratory through Divisional Deputy Director, Agriculture (Farm Protection) Officer In charge of IPM laboratory ensure in supply of quality bio-pesticides to affiliated district as per there demand.
  3. Deputy Director, Agriculture at district level and Joint Director, Agriculture at Division Level ensure its monitoring everyday.
  4. Deputy Director, Agriculture and District Plant Protection Officer has allotted one revenue village to Senior Technical Assistant Group – B (Farm/ Farm Protection) and Technical Assistant Group – C (Farm/ Farm Protection) working under his sub-ordination in which arrangement of seed treatment/ soil treatment/ bio- pesticides is ensured. If required, staff of other branches wills also being allotted revenue villages.
  5. Deputy Director, Agriculture is ensuring successful implementation of the program by allotting one revenue village as above to Advisor, National Food Security Mission and Technical Assistant and Block Level Technical Manager and subject matter specialist of ATMA Scheme.

Operation of Public awareness campaign

Special campaign is being run for seed treatment and soil treatment at village level in which support of specialist of Krishi Vigyan Kendra and representative of Agriculture University will be taken. In the campaign support of manufacturer and registered seller of pesticides chemicals and agri-service centre will also be taken.

District Plant Protection Officer is organizing one day training program for efficiency up gradation of all concerned technical staff. 75% grant is provided to the farmers under pest/ diseases control scheme through different ecological resources on seed treatment and bio- pesticides for soil treatment.

Nyaya Punchayat/ Block level worker - Senior Technical Assistant Group – B (Farm/ Farm Protection) and Technical Assistant Group – C (Farm/ Farm Protection) and Advisor, National Food Security Mission and Technical Assistant and Block Level Technical Manager (BTM) and ATM of ATMA Scheme is providing proper knowledge to the farmers about the benefits from seed treatment and soil treatment. Along with this, knowledge for balanced quantity of seed treatment and soil treatment chemicals is also provided to the farmers.

Extension

Confidence is developed in the farmers through training, workshop, Kishan Mela, Literature, Pamphlets, Folders that how he will gate benefit from seed treatment and soil treatment. Farmers are motivated for seed treatment/ soil treatment through exhibition and talks about seed treatment/ soil treatment at district / Tehsil / Block and Gram Panchayat level.

Knowledge of seed treatment/ soil treatment is given to the farmers through local news paper/ All India Radio / Doordarshan.

Slogan about seed treatment/ soil treatment is being written with the participation of local villagers. Women/ Women group are made aware of the importance of seed treatment/ soil treatment and there participation is taken in this work.

Monitoring

Senior Technical Assistant Group –B (Farm/ Farm Protection) in selected revenue villages at Block Level, Sub Divisional Farm Extension Officer at Tehsil level, District Plant Protection Officer at District Level, Deputy Director (Plant Protection) at Division Level and Additional Director, Agriculture (Plant Protection) at State Level compiles weekly information and submit the report Government.
