Structure-State Level
"State level Implementation Committee for National Food security Mission" is organized
under the chairmanship of Agriculture Production Commissioner in Uttar Pradesh.
- Department of agriculture at State level and ATMA at district level implements the
scheme.
- Accounts of the scheme is maintained separately. Audit of annual accounts will be
done by Chartered Accountant and Accounts General , Allahabad.
- State level action plan will be prepared by Department of Agriculture.
- Support of all concerned will be taken.
- Organization of workshop and training of farmers and others at state level.
- Implementation of state level action plan approved by Government
Of India.
Structure-District Level
- The scheme will be implemented by ATMA at District level.
- District level implementation committee for National Food mission in 11th plan will
be effective in 12th plan also.
- District level implementation Committee is organized under the chairmanship
of District magistrate.
Selection of Area and Beneficiary
As per decision of Government of India,10% of the total budget will be identified
for Special Component Plan(SCP)-Scheduled Caste and Tribal Sub Plan(TSP)
- Effective support of Gram Panchayat should be taken in selection of beneficiary.
- Selection of supportive farmers who are interested in the scheme.
- Selection of beneficiary in open meeting of Gram Panchayat.
- At least 33% funds should be earmarked for small and marginal farmers.
- At least 30% funds should be earmarked for women farmers.
- All farmers can be covered in one crop season up to 5 hectare for seeds and other
inputs but they can get benefit for 2 hectares only.
- Chairman of District level implementation committee for NFM will organize district
level seed committee who will verify the list of beneficiary for seed and look after
the work of demsnd of seed and its distribution.
- Active support of the concerned departments,K.V.K. of Agriculture
University, ATMA and NGOs should be taken in planning/implementation of demonstrations,
farmers training and evaluation .District level implementation Committee will coordinate
between research institute and different departments.
Funding Pattern
In the beginning (2007-08), National Food Security Mission was 100% funded by Central
Government. In the year2015-16,the scheme was provisionally proposed on 50:50 central
and share basis which was finally approved on 60:40 which is effective in 2016-17
also.
